The Democracy Index in Estonia in 2024 was 8.13 points. In 2023, the index value was  7.96. This is the first year of growth after a decline. Since 2006, over the entire period of Economist Intelligence data, this indicator has increased in 1.05 times. The lower the index, the lower the level of democracy in a country. 10 represents the highest level of democracy. The lowest level of democracy in Estonia was recorded in 2013, with a value of 7.61. The highest EIU’s Democracy Index was observed in 2024, when it reached 8.13. Democracy Index is based on five categories: electoral process and pluralism, functioning of government, political participation, political culture, and civil liberties.
