This is the first year of growth after a decline. Over the entire IMF data period, since 1992, this indicator has increased in 8.25 times. The lowest expenditure of all levels of government administration was recorded in 1994, when it was 189 million USD. The highest general government expenditure of Rwanda was in 2024, when it reached 4 102% million USD.
General government refers to all institutional units that carry out the functions of government as their primary activity. It includes all levels of government — central, regional (state), and local authorities, as well as social security funds. The general government sector provides non-market public services to individuals and communities and engages in income and wealth redistribution through taxes and transfers.

About indicator
Total expenditure consists of total expense and the net acquisition of nonfinancial assets. Apart from being on an accrual basis, total expenditure differs from the GFSM 1986 definition of total expenditure in the sense that it also takes the disposals of nonfinancial assets into account.
