The general government total expenditure of Syrian Arab Republic in 2010 amounted to 17 195 million USD, which is 19.21% more than in 2009, when it was  14 424 million USD. It has been growing in this country for already 12 years in a row. Over the entire IMF data period, since 1990, this indicator has increased in 4.94 times. The lowest expenditure of all levels of government administration was recorded in 1990, when it was 3 477 million USD. The highest general government expenditure of Syrian Arab Republic was in 2010, when it reached 17 195% million USD.
General government refers to all institutional units that carry out the functions of government as their primary activity. It includes all levels of government — central, regional (state), and local authorities, as well as social security funds. The general government sector provides non-market public services to individuals and communities and engages in income and wealth redistribution through taxes and transfers.

Total expenditure consists of total expense and the net acquisition of nonfinancial assets. Apart from being on an accrual basis, total expenditure differs from the GFSM 1986 definition of total expenditure in the sense that it also takes the disposals of nonfinancial assets into account.
