A commercial speed of 250 km/h is the main criterion for the definition of a high-speed rail. However, a second criterion is accepted on medium distances without air competition, where it not may relevant to run at 250 km/h, since a lower speed of 220-230 km/h or, at least, higher than 200 km/h (suitable for conventional trains) is sufficient to capture as much market share as a collective transport mode can.
