All persons entering prisons, penal institutions or correctional institutions during the course of the year. This includes persons entering pre-sentence detention and persons entering prisons after a sentence was pronounced by a competent authority, as well as entries that occurred after the revocation, suspension or annulment of a conditional release or probation and entries that occurred due to transfers from a foreign country.
